Council approves zone change for mixed-use development on Old Richmond Road

On Tuesday, October 17th, the Urban County Council held a public hearing for a zoning map amendment for roughly 11 acres of land located on Old Richmond Road.

Planning Commission recommended approval of the development plan by Anderson Communities for a mixed-use development on the property. The Commission heard public comment on August 10th from members of the Old Richmond Road Home Owners Association and other community members who opposed the development.

Many of the community members returned for Council’s public hearing and expressed concerns about:

  • Traffic impacts on the major corridors

  • Stormwater management and quality

  • Lexington’s urban sprawl and growth

Councilmembers appreciated and acknowledged these concerns but were firm about prioritizing infill projects, which is a goal of the Comprehensive Plan. Ultimately, Council approved the zone change in an 11-1 vote, agreeing with the recommendations of Planning Staff and Planning Commission.


A zone change public hearing will be held by Council this week regarding a property on Old Richmond Road, bordering the current Urban Service Boundary. Anderson Communities, a large development company that owns several residential complexes in Lexington, is requesting the change to build a mixed-use development at this location comprised of townhomes, apartments, and several commercial businesses.

The property is currently zoned as Highway Business (B-3) and Agricultural Rural (A-R). Anderson Communities are requesting to rezone the property to a Community Center zone (CC).

Planning Commission recommended approval of this development plan on August 10th, but members of the Old Richmond Road Home Owners Association and other community members opposed the development.
